All of the recent versions of just about every Anti-Virus software 
publisher, as well as MS Outlook, now contain their own spam filtering of 
some sort.  You will need to create a Bulletin then go take a look at it in 
Notepad and see what headers are missing.  It might be as easy as adding a 
few headers.

We don't use Bulletins here - because it applies only to Local email 
accounts. Many of our "Alerts" need to goto non-hosted email accounts.
We don't use Surgemail's Mailing Lists feature much; just for certain 
'groups'.
Instead we send out individual customized emails that contain the customer's 
name, account, etc. using 3rd party software... because it's easier to 
manage Who Gets What.  It also indicates if and when a particular sent email 
has been opened... which can help us determine which email accounts are not 
being used over time... and can be deleted.
